There is one more main character of sorts in Missing. Here is the secret antagonist brought out by noble dreams.
The Cassandra Project
The President opened the well-read letter and glanced over it. He knew it verbatim, could recite it in his sleep, if asked. He set it upon his desk and took off his glasses. Pinching the bridge of his nose, he thought this war would kill him. It definitely brought enough headaches.
"Mr. President, what do you think of the Cassandra Project?" The general tapped the folder.
He picked it up and read through it. The Nazis had been experimenting with the paranormal. If they had seers and other side-show freaks working for them, then the war was in jeopardy. How could they compete with people who knew what was going to happen before it happened? Or people that could do worse? He suppressed a shudder. "I think we need to find our own talents. How will the children be selected?"
"We're contacting the papers and offering monetary support to those parents who allow us to test their children. Certainly some of them will show promise."
"Yes, I'm certain. Are we testing in the D.C. area?"
"Yes, Mr. President. If tests go well, then we will expand to other areas." The general sipped the glass of bourbon. "It's imperative we work quickly, Mr. President."
He closed the file and his personal letter. "Then, begin, General. There is no time to waste."
"Yes, Mr. President. I will personally keep you informed on our progress."
"Thank you, General." It was clear the meeting was over. The general saluted and left.
The Cassandra Project had begun.

oooo what a great excerpt! You're right: he has to have paranormal people of his own if the enemy is going to have them.
